If you want to get the best resources for your city, then you need the buildings that are the most difficult to obtain: Monuments. How to Unlock All 8 Monuments in Cities: Skylines

As we mentioned, Monuments are the highest you can get in terms of helping your city’s needs and resources. They can replace many buildings. However, they are not the easiest to access.
