We covered Captain America: Civil War trailer here last week. The Sokovia Accords have been revealed, and it looks like they will come with the Marvel Cinematic Universe Phase 2 Box Set.

You can check out the image below, which is courtesy of IGN. The Sokovia Accords are named after the country which Ultron tried to destroy in Avengers: Age of Ultron. In the Civil War comic book, this is called the Superhero Registration Act.

Captain America: Civil War

The Sokovia Accords reads as follows: “In accordance with the document at hand, I hereby certify that the below-mentioned participants, peoples and individuals, shall no longer operate freely or unregulated, but instead operate under the rules, ordinances and governances of the aforementioned United Nations panel, acting only when and if the panel deems it appropriate and/or necessary.”

There are lines for the signatures for Clint Barton, Anthony Stark, Steve Rogers, Sam Wilson, James Rhodes, Natasha Romanoff, Wanda Maximoff, and Vision.

There are some really interesting things to note. If Tony Stark’s team was really supporting The Sokovia Accords, then why aren’t his and James Rhodes signatures signed on the fan art? If the piece of fan art already came with signatures, then it would be pretty telling and confirmative that Stark and Rhodes are standing steadfastly behind the registration act.

Captain America: Civil War

The fan memorabilia, also, does not include signatures for Bruce Banner, Thor, Black Panther, or Stephen Strange (who we know is a known entity to intelligence operations in the MCU ever since Captain America: Winter Soldier.) It will be interesting to see how many names are on the actual Sokovia Accords in the film. If I had to guess, they won’t have Peter Parker’s secret identity, but there might be mentions of Captain Marvel, Doctor Strange, and lesser known Marvel characters such as Wiccan and Hulkling.
