You can get Gaiters of the Depths in Zelda Tears of the Kingdom for 200 Poes from the fourth Bargainer Statue you find. The game has six Bargainer Statues, and you will get the Tunic of the Depth at the second Bargainer Statue.

Gaiters of the Depths is an armor set piece that belongs to the Depths armor set and offers a Base Defense of 3. As players progress through the game, they can upgrade this armor. For example, with an upgraded Defense of 20, Gaiters of the Depths has a unique armor effect called Gloom Resistance.
This legwear is especially useful for players exploring the depths of the game’s world as it protects them from various dangers. These Gaiters can be upgraded up to four times, and each upgrade requires players to collect specific items.
